CAN WE MEASURE WHETHER “RESHORING” IS REAL?

Announcements about plant openings and closings make good political fodder. Politicians from both parties are guilty of extracting trends from single events, leaving context behind: “Jobs are coming home!” “Traitorous companies are leaving the United States!”

A popular claim over the years is that Washington policies have succeeded in either shaming or incentivizing American companies to bring manufacturing “back” to the United States, even if manufacturing overseas had been additive to domestic production. How can we know whether such “re-shoring” is actually occurring, and to what degree?

A Reshoring Index

Kearney recently released the seventh edition of their annual Reshoring Index, which attempts to do just that. The U.S. Reshoring Index tracks total manufactured goods imports from 14 traditional offshoring partner countries including China, Taiwan, Malaysia, India, Vietnam, Thailand, Indonesia, Singapore, Philippines, Bangladesh, Pakistan, Hong Kong, Sri Lanka and Cambodia, as a percentage of U.S. domestic gross output of manufactured goods.

After rising almost steadily over the last decade, imports from those 14 countries contracted 7.2 percent in 2019 while U.S. manufacturing output remained steady. The decline is due almost entirely to fewer imported goods from China in reaction to the U.S.-China trade war, which also suppressed U.S. manufacturing exports. Notwithstanding the shock of the trade war, China’s share of the U.S. import market declined for the sixth year in a row.

According to Kearney, the U.S. market imported 12.1 cents worth of offshore production from these Asia-based “low cost countries” (LCCs) for every $1 of domestic manufacturing gross output, down from 13.1 cents in 2018. On the basis of the index, the United States experienced a net reshoring in 2019, as producers chose to source more goods domestically.

Diversification Away from China

The Kearney report also began tracking the so-called “rebalancing” of American company-centered supply chains to understand whether U.S. manufacturing imports are diverting from China toward other Asian LCCs. Overall, the LCCs exported $31 billion more in manufactured goods to the United States in 2019 than in 2018, with Vietnam garnering almost half of the shifting imports. Troublingly, a portion of U.S. imports from Vietnam represent China-origin goods diverted through Vietnam to dodge U.S. tariffs.

Nearshoring: Buying More from Mexico

Not only are imports shifting away from China toward the rest of Asia, Kearney finds another trend: increased sourcing of goods from Mexico, characterized as “nearshoring”. Mexico has some advantages over LCCs in Asia and a longer relationship with many U.S. manufacturers through NAFTA.

Over the last seven years that Kearney calculated its near-to-far trade ratio, there were approximately 37 cents worth of manufacturing imports from Mexico for every dollar of U.S. manufacturing imports from Asia LCCs. Last year, however, that ratio increased to 42 cents as U.S. imports of manufactured goods from Mexico shot up 11 percent between 2017 and 2018 and another 4 percent in 2019 as tariffs on goods from China escalated.

But Not Necessarily for Economic Reasons

As economist Caroline Freund explains, reshoring does not necessarily reduce risk: “A better strategy to reduce the risk of potential supply-chain disruption would be for firms to reduce dependence on any individual supplier.” While it’s not clear the reduction in sourcing from China will benefit domestic suppliers, it does seem apparent that what’s motivating the shift in imports is diversification away from China.

As Freund says, firms will reshore if it is more profitable and less risky to move production close to the market. They will also reshore if compelled to do so through trade and other national policies such as “Buy America” requirements. The big question is whether supply chains restructured on that basis will make economic sense.

We’ll be watching the Kearney Reshoring Index to understand whether continued tension in the U.S.-China trade relationship and post-pandemic policies keep moving the reshoring needle.

WOODEN SKYSCRAPERS PUSH TRADE IN CROSS-LAMINATED TIMBER TO NEW HEIGHTS

Closer to Nature

American biologist Edward Wilson is known for popularizing the term “biophilia” to explain the inherent pleasure people derive from being in nature. By extension, “biophilic design” incorporates natural materials, natural light, vegetation, nature views and other experiences of the natural world into the modern built environment. A relatively new building material, cross-laminated timber (CLT), is quickly becoming the darling of the biophilic design movement.

CLT is made from layers of dried lumber boards stacked in alternating direction at 90-degree angles, which are then glued and pressed to form solid panels. The resulting panels have exceptional strength, stability and fire resistance. According to a recent USDA study, a seven-inch floor made of CLT is fire-resistant for two hours. CLT structures have proven more resilient to earthquakes than many other types of building materials, fostering great interest among builders in Japan where biophilic design has been part of the culture for centuries. CLT featured prominently in the rebuild of Christchurch, New Zealand, which was severely damaged by earthquakes in 2010 and 2011.

Global Cross-Laminated Timber “Plyscrapers” Reach New Heights

The cross-laminated timber wood panel system was developed in Europe in the 1990s as an alternative to stone and masonry concrete — and to boost employment in the forests products industry. Europe still leads supply and demand in the CLT market, but use of CLT is rapidly gaining popularity in the United States, Canada and across the world.

CLT is the basis of the “tall wood” movement, as the material’s high strength, dimensional stability and rigidity allow it to be used in mid- and high-rise construction of apartment and office buildings and even power line towers. Growing investment in large-scale wood construction is evident with the completion of several prominent structures over the last several years.

They include luxury apartment buildings in Melbourne, Australia and Bergen, Norway as well as the Brock Commons on the campus of the University of British Columbia. Last year, construction began on a 24-story hotel and office tower composed of 76 percent wood in Vienna, Austria. In 2018, Sumitomo Forestry announced its plan to build the world’s tallest wooden skyscraper – at 70 stories tall, the building will be made 90 percent of wood, capable of sequestering 100,000 tons of CO2. Japan also used CLT extensively in its 2020 Olympic National Stadium to achieve a natural aesthetic.

Building Global Customers

The global CLT market was valued at $773 million in 2019 and was expected to grow to $1.6 billion by 2025. Production of CLT worldwide is estimated based on surveys and reported by the publication Timber-Online at 1.44 million cubic meters in 2019, although data is not available for all production sites. An estimated 65 percent is produced in Italy, Czech Republic, Germany, Austria and Switzerland. With additional production coming online, global annual output is expected to grow to between 2 and 2.5 million cubic meters this year.

How much of this production is traded internationally? It’s not entirely clear. There is no international agreement yet on how to classify CLT on the Harmonized Tariff Schedule. The product currently falls within a broader category with glulam (another laminated timber product), obscuring our understanding of specific trade flows. (With support from USDA’s McIntire-Stennis program, The Center for International Trade in Forest Products at the University of Washington is building a database to better understand international trade in wood products while governments sort this out.)

Japan’s Ministry of Finance recorded 918,000 cubic meters of laminated lumber (glulam and CLT) were imported in 2018, mainly from Europe. U.S. imports of CLT in 2018 were much smaller – less than 20,000 cubic meters, also primarily from Europe. Whether this number will grow remains to be seen – it could be that greater use of CLT drives more trade in architectural design, timber engineering and construction services.

Supporting the Structure of Rural Economies

CLT was pioneered and promoted in Europe in part to bolster rural employment in the timber industry. Though it is also traded, being close to construction is a big advantage in the timber industry. European companies, which dominate their own market and supply American developers, are starting to build mills in the United States to meet growing demand. Austrian firm KLH partnered with International Beams in Dothan, Alabama, to open the first CLT plant east of the Rocky Mountains utilizing the Southern Yellow Pine native to the region.

To support more CLT production in rural economies, the United States is in the process of updating U.S. building codes to expand the use of CLT, as the International Building Code has already done. The 2018 Farm Bill contains provisions from the Timber Innovation Act intended to advance domestic research and development of further applications for structural wood in the building sector.

The United States isn’t alone in its efforts to build CLT capacity. Japan’s Forest Agency instituted a road map in 2014 for greater utilization of CLT as a follow up to Japan’s Promotion for the Use of Wood in Public Buildings Act. The agency provides subsidies to drive the establishment of CLT facilities with a target of increasing the country’s CLT production capacity to supply both the domestic and international markets. Through the effort, the government also seeks to support employment of women in rural areas, including through encouraging female lumberjacks.

A Breath of Fresh Air

In responding to industry feedback surveys, customers say wood construction, exposed structural wood and biophilic design have a positive impact on their shopping experience because such structures are ecological, healthful and warm. Some studies even suggest wood is a multi-sensory experience for occupants, evoking a sense of calm that can lower blood pressure.

As for environmental benefits, CLT emits less carbon dioxide during the manufacturing phase and finished buildings made with CLT even help sequester existing carbon for a longer period. Murray Grove in London was the first tall urban housing project to be constructed entirely from CLT. Due to its wooden construction, it was calculated to be carbon negative from the start and will take twenty-one years before the building will even reach carbon neutrality, far less than if the building had used concrete. Even tearing down a CLT building at the end of its life is more environmentally friendly than taking down one made of traditional materials.

Trade in Sustainability

A thriving wood industry must embrace sustainability by replanting and harvesting efficiently. The CLT process allows smaller diameter softwood trees to be utilized, more so than in most commercial timber. It also makes use of millions of acres of pine that have been killed by the pine beetle epidemic. Pine beetles have penetrated forests in all nineteen western states, some eastern states and Canada, effectively decimating some 88 million acres of timber. Processing the downed trees mitigates some of the carbon emitted by the decaying wood, which remains strong enough to be useful in CLT processing for up to two years.

Cross-laminated timber provides many possible benefits, including reduced costs, rural employment, strength, fire-resistance, beauty and a sense of being closer to nature. We can also credit trade in CLT with stimulating a global movement that could help all of us live and work more harmoniously on this planet.

International travelers drop big bucks in the United States

International travelers check in to their accommodations, they ride local transportation, they sightsee, they eat, and they shop. All that wonderful cross-border spending counts as an export in international trade.

Although the United States doesn’t hold the top spot in global tourism (France was most visited in 2018), its popularity still drives some 80 million visitors each year who spend more here than in any other country. In 2018, tourism brought in $256.1 billion in international travel receipts, driving 2.8 percent of U.S. GDP and supporting 7.8 million jobs in the United States.

The top five spenders on visits to the United States were China ($34.6 billion in U.S. travel spending), Canada ($27.2 billion), Mexico ($20.9 billion), followed by Japan and the United Kingdom.

Travel delivers 10% US exports

For the United States, tourism is a really important component of our trade portfolio, accounting for 31 percent of total services exports and 10 percent of all U.S. exports.

We are not alone. Globally, tourism is growing faster than global economic growth overall and is the third-largest sector in international trade. Some 1.4 billion people are on the move in the world as travel continues to grow year on year.

Is the U.S. losing global tourism market share?

Global travel exports were worth $1.7 trillion in 2018. The United States captured 15.7 percent of the total. But even as global travel is expanding, U.S. tourism growth is showing signs of slowing. France, the United Kingdom and Italy are traditional rivals, but the United Arab Emirates, Turkey, Egypt, Thailand and China are also garnering significant market share.

Aside from spending, another measure of competitiveness is the number of international visits annually. Total visits to the United States remained strong due to travel within North America, but the United States’ share of long-haul visits dropped from 13.7 percent in 2015 to 11.7 percent in 2018. Notably, visitors from Japan, South Korea, and China all fell in 2018.

While visits to the United States between 2015 and 2017 rose just 0.5 percent, the United Arab Emirates saw 20.1 percent growth, Canada experienced 19 percent growth, Australia 21.5 percent, India 24 percent, Thailand 14.1 percent and China 13.6 percent.

Tourism and travel is so important to the economies of many countries that the OECD is working to develop a set of indicators to measure the competitiveness of destinations – how they optimize accessibility and attractiveness, deliver quality services, and gain market share while promoting efficient and sustainable use of tourism resources.

Road warriors are helping to grow trade

The tourism and travel sector isn’t strictly about the visitors who come to stroll through Istanbul’s bustling Grand Bazaar, New York’s Central Park or Beijing’s Forbidden City.

The World Travel & Tourism Council (WTTC) says business travel has a notable impact on wider trade flows. The road warriors who hop the long-haul flights to land a sale, keep existing customers, develop business partnerships, and enter into research and development deals generate travel revenue but also generate incremental trade over subsequent years through their business dealings, which in turn spur more business travel.

WTTC cites analysis by Oxford Economics estimating that business travel supported around a quarter of the growth in international trade within the Asia-Pacific region in the heady decade between 2003 and 2013.

Trade in global goodwill

Brand USA will not grow out of style anytime soon. The United States will remain a top destination for tourists and business travelers alike. The National Trade and Tourism Office projects annual international visits to the United States for personal and business reasons will grow to 95.5 million by 2023.

For the United States and the global economy, tourism and travel are the unsung heroes of the international trade story and not only for the billions in goods and services travelers buy directly and support indirectly. When we think about all the many forms of voluntary exchange, tourism and travel are at the top of the list for those that promote trade in international understanding and global goodwill.
