IMO Adopts First Global Rules for Autonomous Ships
The era of autonomous shipping has taken a significant step forward after the International Maritime Organization (IMO) approved the world’s first international framework governing Maritime Autonomous Surface Ships (MASS).

The decision, finalized during the Maritime Safety Committee’s 111th session in London, provides the clearest signal yet that autonomous and remotely operated vessels are moving from experimental projects toward mainstream commercial reality.
While the new framework does not immediately open the door to fleets of fully unmanned ships sailing across the world’s oceans, it establishes something many technology developers and shipowners have long sought: a globally recognized regulatory pathway for autonomous operations.
The newly adopted MASS Code will enter into force as a voluntary instrument on July 1, 2026, launching what the IMO calls an “Experience Building Phase.” During this period, regulators, shipowners, classification societies, and technology providers will gather operational data and identify areas requiring refinement before mandatory regulations are introduced later in the decade.
Current plans call for a mandatory version of the code to be adopted by July 2030, with enforcement through amendments to the International Convention for the Safety of Life at Sea (SOLAS) beginning in January 2032.
A Framework for the Future
Rather than focusing on a single vision of autonomous shipping, the MASS Code establishes rules covering multiple levels of automation already emerging within the maritime sector.
The framework recognizes four categories of autonomy:
- Ships using onboard automation to assist crews
- Vessels controlled remotely while crews remain onboard
- Remotely operated ships without crew onboard
- Fully autonomous vessels capable of making operational decisions independently
By covering the full spectrum of automation, the IMO has created a regulatory foundation that can accommodate both current technologies and future developments.
Industry observers view this as one of the code’s most important features, ensuring regulations remain relevant as innovation continues to accelerate.
Safety Standards Remain Unchanged
A central principle of the new framework is that autonomous vessels must achieve the same level of safety, environmental protection, and security expected of conventional ships.
The code does not lower operational requirements simply because fewer people—or no people at all—are onboard.
Instead, autonomous and remotely operated vessels will be expected to demonstrate safety standards equivalent to those of traditionally crewed ships.
This approach is intended to reassure regulators, insurers, cargo owners, and the public that advances in automation will not come at the expense of maritime safety.
Accountability Still Matters
One of the most frequently raised questions surrounding autonomous shipping has been responsibility.
If a vessel suffers a collision, grounding, cargo incident, or pollution event, who is ultimately accountable?
The MASS Code addresses this by maintaining the requirement for a designated master, whether located onboard the vessel or operating from a certified shore-based Remote Operations Centre.
Importantly, the designated master must retain the ability to intervene in vessel operations when necessary.
Remote Operations Centres themselves will also be subject to approval and oversight by flag-state authorities, creating a formal chain of responsibility that extends beyond the vessel.
Broad Scope of Regulation
The code covers a wide range of operational and technical areas, including:
- Navigation systems
- Remote-control operations
- Software and cybersecurity
- Communications and connectivity
- Machinery and electrical systems
- Fire protection
- Cargo handling
- Risk management
- Search and rescue procedures
- Vessel surveys and certification
Rather than prescribing specific technologies, the IMO opted for a goal-based regulatory model that focuses on safety outcomes.
The approach recognizes that advances in artificial intelligence, automation, sensors, communications systems, and digital vessel management are evolving too rapidly for highly detailed technical regulations to remain effective over time.
Industry Implications
The adoption of the MASS Code is expected to influence investment decisions across the maritime sector.
Shipbuilders, technology companies, classification societies, insurers, and port operators now have a clearer understanding of how autonomous shipping is expected to evolve over the coming years.
For shipyards and designers, automation readiness is increasingly becoming a core design consideration.
For insurers, new risk models will be needed to assess vessels where software and remote operators play a larger role than traditional bridge crews.
Ports and terminals may also need to adapt infrastructure and operational procedures to accommodate remotely controlled ships.
New Skills for Future Mariners
The framework could also reshape maritime careers.
While conventional vessels will continue to dominate global shipping for years to come, future maritime professionals may spend increasing amounts of time managing automated systems and supervising vessels from shore-based control centers.
Training standards and certification requirements for these new operational roles are expected to become a major focus during the voluntary implementation phase.
A Turning Point for Autonomous Shipping
The next several years will serve as a testing ground for the industry as regulators gather practical experience and identify areas where the code may require adjustments.
Challenges are expected, and the IMO has acknowledged that operational lessons learned during the voluntary phase will play a critical role in shaping the mandatory framework planned for the next decade.
What is clear, however, is that autonomous shipping has crossed an important threshold.
For years, autonomous vessels existed largely as pilot projects and technology demonstrations operating under limited approvals.
With the adoption of the MASS Code, autonomous ships now have a recognized place within the international regulatory system.
The transition to fully autonomous commercial shipping may still be years away, but the regulatory foundation has now been laid—setting the stage for one of the most significant technological shifts the maritime industry has seen in generations.
