Doña Ana County Approves $165 Billion IRB for Project Jupiter: A Transformative Leap for the New Mexico Borderplex
Santa Teresa, NM – September 19, 2025 – In a historic decision, the Doña Ana County Commission has approved up to $165 billion in Industrial Revenue Bonds (IRBs) to support Project Jupiter, a state-of-the-art data center campus that marks the largest private investment in New Mexico’s history.
Led by STACK Infrastructure and Borderplex Digital Assets, Project Jupiter is designed to transform the New Mexico Borderplex into a hub for advanced digital infrastructure. The development will include four large-scale data centers powered by an on-site microgrid to reduce demand on local utilities. Each facility will use a closed-loop cooling system to minimize water usage, underscoring the project’s commitment to sustainability.
The project is expected to generate approximately 750 long-term jobs for regional residents and more than 2,500 construction jobs, providing a significant boost to the local economy.
“This is a milestone not only for Santa Teresa but for the entire Borderplex region,” said Carlos Parra, Marketing Director for the Mesilla Valley Economic Development Alliance (MVEDA). “Project Jupiter demonstrates our region’s ability to attract cutting-edge industries by leveraging logistics advantages, a skilled workforce, and proximity to key U.S.–Mexico trade routes.”
Originally announced by the State of New Mexico in February 2025 as a flagship digital infrastructure initiative, the project represents the culmination of collaboration between the state, Doña Ana County, and MVEDA. MVEDA provided market and labor analysis, site evaluations, and incentive guidance to secure southern New Mexico as the ideal site for this transformative investment.
The IRB approval is just one step in the project’s trajectory. On October 14, 2025, the Doña Ana County Commission is scheduled to consider additional Local Economic Development Act (LEDA) incentives to further support Project Jupiter’s development.
By aligning regional resources and infrastructure, Project Jupiter positions the New Mexico Borderplex as a competitive destination for large-scale digital operations. The project not only lays the groundwork for future technology and data-driven industry growth but also cements the Borderplex’s role as a critical gateway for international trade and innovation.
