In the 2025 worldwide efficiency standings, Chinese ports secured four of the top five positions globally. Fuzhou officially holds the top spot as the most efficient container port worldwide, with Dalian closely behind in second place. Other notable manufacturing gateways continue to achieve very high marks, with Ningbo positioned 7th globally and Xiamen taking the 14th position.
Sustained Resilience Through Global Crises
Securing a high rank on a maritime performance list for a single year is one achievement, but maintaining that progress through significant macroeconomic challenges demands profound structural strength. The World Bank’s multi-year monitoring emphasizes how major Chinese ports effectively managed worldwide interruptions. The global top-ranked port, Fuzhou, illustrates a compelling narrative of recovery and enhancement. In 2020, Fuzhou sustained an outstanding efficiency score of 118. However, during the peak of supply chain disturbances in 2021, its score dropped dramatically to 27 as international shipping timetables broke down. Through the implementation of aggressive operational changes and infrastructure upgrades, Fuzhou recovered swiftly: rising to 63 in 2022, advancing to 95 in 2023, reaching 139 in 2024, and culminating at 144.6 in 2025.
Unlike ports that encountered significant fluctuations, facilities such as Xiamen and Mawan demonstrated highly consistent upward trajectories. Xiamen increased from a score of 114 in 2020, endured a brief pandemic-related decline, and then steadily rose to 115 in 2024 and 121.3 in 2025. Trade patterns heavily influence port performance. The World Bank observes that economies with a strong export focus naturally achieve quicker vessel turnaround times. In ports dominated by imports, terminal storage areas encounter considerable unpredictability about when local logistics firms will collect incoming cargo containers, resulting in severe yard congestion. In contrast, China’s export-oriented approach enables terminals to receive outbound cargo efficiently, arranging containers in sequence in the yards well before a container ship reaches the port boundary. This structural design boosts crane productivity and reduces loading delays.
A crucial metric emphasized in the index is Berth in % of Port Hours, which tracks the proportion of time a vessel spends actively exchanging cargo rather than idling or navigating. Leading Chinese ports achieve outstanding results here: Chiwan records 88% of total port time in active berth operations, Mawan also achieves 88% of total port time utilized productively at the berth, while Fuzhou and Xiamen remain close at 79% and 76% respectively, guaranteeing that ships spend minimal hours waiting in outer anchorages.
